Except as otherwise provided in an individual NRA, or on individual Web
Rate Page in a Rate Tariff governed by this Tariff, all shipments moving
FROM, TO or THRU a Rail Ramp (See Rule 28) in the United States will be SBJ
to the INLAND RAIL CONGESTION SURCHARGE (RRCON) provided below, which
charge shall be in addition to all other applicable charges:
     
a. On shipments FROM/TO/THRU any United States Rail Ramp will be SBJ to the
    RRCON named below:
