shipments moving on Rates named in this Tariff FROM/TO/THRU Ports and
Points in the United States named below TO/FROM/THRU Ports and Points
in PANAMA are SBJ to the LOW SULPHUR FUEL SURCHARGE (LSFS) named below,
which charge shall be in addition to all other applicable charges.
    
a. On LCL shipments FROM/THRU Ports and Points in the United States the
