Except as otherwise provided in individual NSAs SBJ to this Tariff as
specified in the Exceptions named in paragraph F. herein, all shipments
moving on the rates named in a governed NSA from and to the ports and
points specified herein are SBJ to the INLAND HAULAGE SURCHARGE (IHD)
provided below, which charge shall be in addition to all other
applicable charges:
  
A. On shipments of Hazardous and Non-Hazardous Cargo, EXCLUDING
    HouseHold Goods and Personal Effects; TO/THRU Ports and Points in
    the United States as specified below the INLAND HAULAGE SURCHARGE
