Except as otherwise provided in individual NSAs SBJ to this Tariff as
specified in the Exceptions named in paragraph 3. herein, all shipments
moving on the rates named in a governed NSA from and to the ports and
points specified herein are SBJ to the EMERGENCY BUNKER SURCHARGE 
(ECA/EBAF) provided below, which charge shall be in addition to all other
applicable charges:
  
On shipments TO/THRU Ports and Points in the United States:
  
 1. FROM/THRU Kobe, Nagoya, Osaka, Tokyo or Yokohama, Japan; AND Including
     Cargo Shipments transshipped at Pusan, Republic of Korea; the ECA/EBAF
     applicable on LCL shipments will be:

      ECA/EBAF charge named herein applies per 1 cbm or 1000 kilos, as
      freighted.

     ECA/EBAF amount as shown in the governed NSA for shipments moving
     on the rates named in such NSA, unless and until an amendment 
     hereto removes this Exception:
