When specific reference is made in individual NSA, All shipments moving
on a rate named in a governed NSA will be SBJ to this Rule applying From
the Ports named below will also apply FROM the Port of Shimizu, when such
shipments are trucked from Shimizu to the POLs provided, SBJ to the
SHIMIZU PORT ARBITRARY CHARGE (PCG-SZU) provided herein, which charge
shall be in addition to all other applicable charges:
  
a. LCL Shipments FROM SHIMIZU, JAPAN will be rated at the LCL rates
    named to apply from the POL Ports named below, when such shipments
    are transported from Shimizu to the POLs named below by truck, SBJ
    to the PCG-SZU provided below (See Paragraph c. for EXCEPTIONS):
