When specific reference is made in individual NSA, All shipments moving
on an applicable rate applying FROM KYOTO, Japan in a governed NSA will
be SBJ to this Rule, when such shipments are transported from Kyoto
to the POLs provided, SBJ to the KYOTO ARBITRARY CHARGE (PCG-KYO)
provided herein, which charge shall be in addition to all other
applicable charges:
      
a. LCL Shipments FROM Carrier Nominated CFS in KYOTO, JAPAN will be
    rated at the LCL rates named to apply from the POL Ports named
    below, when such shipments are transported from Kyoto to the POLs
    named below, SBJ to the PCG-KYO provided:
