Except as otherwise provided in individual NSAs, or in the Exceptions
named below, all shipments moving on the Rates named in a governed NSA
TO/THRU Ports and Points in the United States named below FROM/THRU
Ports and Points in the Countries named below are SBJ to the EMERGENCY
RECOVERY SURCHARGE (ERvC) named below, which charge shall be in
addition to all other applicable charges.
   
a. On shipments TO/THRU Points in the United States when moving
    via/through the Ports of Long Beach & Los Angeles, CA the
    applicable LCL ERvC(IPI) will be as follows (See Paragraph c. for
