Except as otherwise provided in individual NSAs governed by this
Tariff, Carrier will assess the HEALTH AND SAFETY SURCHARGE (H&SF)
named below on all LCL Shipments tendered to the Carrier for
transportation which are rated pursuant to a governed NSA and which
moves via its regular NVOCC service, which charge shall be in
addition to all other applicable charges.
  
a. On all LCL shipments tendered to Carrier for transportation rated
   pursuant to a governed NSA the H&SF will be:
