It is recognized that due to a variety of reasons, such as operational
slowdowns or bottlenecks and/or enviromental factors, congestion at port
facilities sometimes occur at the ports served by the Carrier.  Such 
congestion does affect Carrier's ability to tender or remove cargo 
to/from such port facilities. Accordingly, notwithstanding any other
provision or rule in this Tariff, since Carrier has identified congestion
at the port operations of the Port facilities named herein, cargo tendered
to or received by the Carrier or its Agent at the ports named below, after
the effective date of this Rule, All shipments moving on any NSA
governed by this Tariff will be SBJ to the PORT CONGESTION SURCHARGE
(PCG) named herein, which charge shall be in addition to all other
applicable charges named herein.
      
a. On LCL Shipments FROM/TO/THRU the Ports named below, the PCG will be:
