Except as otherwise provided in individual NSAs, or in the list of
exceptions named in paragraph c. herein, all shipments moving on
the rates named in a governed NSA from Ports and Points in Japan, TO
Ports and Points in the United States, are SBJ to the Peak Season
Surcharge named below, which charge shall be in addition to all other
applicable charges.
    
PEAK SEASON SURCHARGE:

   TO Ports & Points in the United States
    
         US$ 20.00 per cbm or 700 kilos, whichever produces the greater
               revenue (See Exception)
     
     EXCEPTION:
       i. On shipments destined to the ports of Long Beach or Los
           Angeles, CA; New York, NY [when moving via All-Water
           Service] and Miami, FL [when moving via All-Water Service]
           the PSS shall apply per W/M, as freighted).
          
      
b. On FCL rated shipments:
