a. The Shipper shall be liable for the payment of all
   charges imposed on the Carrier or cargo interest by any
   marine terminal, port authority operator or other third
   party for Port Security related costs and/or Charges
   (PSC).
   
b. When Port Security Charges are required to be collected
   by the Carrier, Carrier shall assess the PSC or SEC
   named below, which charge shall be in addition to all
   other applicable rates and charges.
    
     PSC or SEC Charges will be (See Exceptions named in
       paragraph c):
       
  1. On shipments moving through CHARLESTON, SC
       On LCL, AQ or Lumpsum Rated Shipments:
           US$ 5.00 per B/L.
  
       On FCL Rated Shipments:
           US$ 5.00 per container
       
  2. On shipments moving through HOUSTON, TX, NORFOLK, VA
         & SAVANNAH, GA
       On LCL, AQ or Lumpsum Rated Shipments:
           NONE Currently In Effect
  
       On FCL Rated Shipments:
           US$ 2.00 per container
       
  3. On shipments moving through MIAMI, FL
       On LCL, AQ or Lumpsum Rated Shipments:
           NONE Currently In Effect
  
       On FCL Rated Shipments:
           US$ 4.75 per container
       
  4. On shipments moving through NEW YORK, NY
       On LCL, AQ or Lumpsum Rated Shipments:
           NONE Currently In Effect
  
       On FCL Rated Shipments:
           US$ 4.00 per container
    
  5. On shipments moving through NEWARK, NJ
       On LCL, AQ or Lumpsum Rated Shipments:
           NONE Currently In Effect
  
       On FCL Rated Shipments:
