Except as otherwise provided in an individual governed NSA all
Shipments moving on any rate named in a governed NSA which transit the
Panama Canal between POL and POD will be SBJ to PANAMA CANAL TRANSIT
FEE (PCS) provided below, which charge shall be in addition to all
other applicable charges:
      
a. On LCL, AQ or LS rated shipments FROM/THRU/TO any U.S. POL Port
   which transit the Panama Canal when transported TO/THRU/FROM the
   POD Ports named below the applicable PCS on LCL shipments will be:
