Commodity descriptions listed to apply to a named project must specify
"materials and equipment to be employed in the construction or
developement of" the named project or facility for a major governmental,
charitable, manufacturing, resource exploration/exploitation, public
utility or other public service purpose, or may also be for a named 
disaster relief project.  No materials or equipment covered under a
project rate shall be transported for the purpose of resale or other
commercial distribution.
  
A clause reading substantially as follows shall appear on all B/Ls
pertaining to project rates:
  
  " All materials included in this B/L are of a wholly proprietary nature
    and shall not be resold or otherwise commercially distributed at
    destination. "
