It is recognized that a strike, lockout, work stoppage, work slowdown or
other labor-related disruption to port operations, OR general port
congestion, may occur at any Port serviced by Carrier resulting in
additional port congestion or disruption of service charges at such port.
Accordingly, notwithstanding any other provision of this Tariff, in the
event of such port service disruption or congestion, cargo tendered by or
received by the Carrier or its Agent after the effective date of this Rule
may be SBJ to a PORT CONTESTION SURCHARGE (PCG).  On LCL Cargo Carrier will
assess the PCG named in paragraph a. below; on FCL Cargo Carrier will pass
thru any PCG assessed to the Carrier by the underlying VOCC named in
paragraph b. below, which charge shall be in addition to all other
applicable charges.
      
a. On Shipments FROM/TO/THRU any United States Port or Foreign Port the
   PCG applicable on LCL shipments will be:
   
      TO/FROM/THRU:    CURRENCY   W, M or W/M,  MINIMUM CHARGE
                                  as freighted     PER B/L

b. When Carrier is assessed a port service disruption or port congestion
   charge (PCG) on any FCL Container moving on Carrier's B/L by an
   underlying Carrier named below, Carrier will forward such charge from
   the underlying Carrier as provided in, and SBJ to, the provisions of
   such underlying Carrier's Federal Maritime Commission regulated Tariff
   or Service Contract.
  
      APPLICABLE PCG CHARGE TO BE PASSED THROUGH AS SPECIFED IN THE
      FEDERAL MARITIME COMMISSION REGULATED TARIFF OR SERVICE CONTRACT
      OF THE VOCCs NAMED BELOW (SBJ to Note A below):

      shall be in addition to all other other applicable charges.
