When specific reference is made to this Rule in Rate Items (TLIs)
in Tariffs governed by this Tariff, only proprietary materials
actually employed in the named project are eligible for the
project rate named in the referencing TLIs.  All bills of lading
moving under project rate provisions must be claused substantially
as follows:
    
  "All materials included in this bill of lading are
   of a wholly proprietary nature and shall not be
   resold or otherwise commercially distributed at
   destination"
