In view of unexpected increases in the cost of inland transportation
and Door delivery in the United States, including extensive
port congestion, truck driver shortages, increased rail volumes
resulting in the limitation of rail shipments, extreme weather,
and increased inland carriage costs, all cargo shipped under this
Tariff, except as otherwise provided on individual Web Rate Pages
(TLIs), shall be subject to the INLAND DOOR DELIVERY SURCHARGE
(PDS) named below on all cargo being delivered to Consignee's Door,
which charge shall be in addition to all other applicable charges.
    
a. On shipments TO Inland Points in the United States the
    applicable PDS applying on FCL shipments will be as follows
    (See Individual Carrier Exceptions named in Paragraph b. below):
