a. The Shipper shall be liable for the payment of all
   charges imposed on the Carrier or cargo interest by any
   marine terminal, port authority operator or other third
   party for Port Security related costs and/or Charges
   (PSC).
   
b. When Port Security Charges are required to be collected
   by the Carrier (as a straight pass through), Carrier
   shall assess the handling charge named below, which
   charge shall be in addition to all other applicable
   rates and charges.
    
     PSC Handling Charge will be (See Exceptions named in
       paragraph c):
       
       On LCL, AQ or Lumpsum Rated Shipments:
           NONE Currently In Effect
    
       On FCL Rated Shipments:
           NONE Currently In Effect
    
c. PSC EXCEPTIONS:
