Except as otherwise provided, the minimum charge for
Surcharges and Arbitraries assessed on a W, M, or WM basis
will be the charge for one cubic meter or 1000 kilos (as
freighted).
     
When more than one Surcharge and/or Arbitrary, which are
stated in terms of percentages, are imposed upon the same
shipment, such Surcharges and/or Arbitraries shall first be
combined and the aggregate shall be applied in computing the
additional charges.
