Shipper may include in shipment spare packaging materials to be used for recoopering damaged packages at destination. Provided the amount of packaging materials does not ex- ceed five percent (5%) of the total volume measurement of the goods and packing, rate for the goods will apply. For portion in excess, it will be charged at the applicable tariff rate.
