All shipments moving on any rate named in this Tariff will be SBJ to
the GENERAL PORT ARBITRARY SURCHARGE provided below, which charge
shall be in addition to all other applicable charges.  However,
regardless of any indication on a web rate page, the General Port
Congestion Surcharge named herein will apply when, and only when,
a strike, lockout, work stoppage or labor dispute at any U.S. Port
causes, and results in, congestion at that or any other U.S. Port
affected by such strike, lockout, work stoppage or labor dispute.  If
there is no strike, lockout, work stoppage or labor dispute at any U.S.
Port the Surcharge named herein will NOT be assessed.
      
a. On Shipments FROM/THRU All United States Ports:

     applicable on LCL shipments will be:
