Except as otherwise provided in individual governed NSAs, all
shipments moving on the Rates named in a governed NSA are SBJ to the 
JAPAN TERMINAL HANDLING CHARGES (THC) named below, which charge shall
be in addition to all other applicable charges.
    
a. On LCL, AQ or LS Shipments TO/THRU any United States POD Port,
    FROM/THRU any POL Ports in SHANGHAI, the applicable THC will be (See
    Paragraph d. for Exceptions:
