"Project Rate" includes materials and equipment to be
 employed in the constrution or development of a named
 facility used for a major governmental, charitable,
 manufacturing, resource exploitaion, public utility or
 public service purpose, and also includes disaster relief
 projects. None of the materials or equipment covered
 shall be transported for the purpose of resale or other
 commercial distribution as defined in CFR 46 Part 514.13.
 All materials included in bills of lading are of a wholly
 proprietary nature and shall not be resold or otherwise
 commercially distributed at destination.
