a Tariff governed by this Tariff, Carrier will assess the Container Lift
Charge named below for lifting and placing a Tank Container onto a Chassis
or lifting and removing a Tank Container from a Chassis, which charge shall
be in addition to all other charges.  This charge applies ONLY when service
