Except as otherwise provided on an individual NRA, or on a Web Rate Page in
a Tariff governed by this Tariff, Carrier will clean, or arrange to clean,
the interior or exterior of Tank Containers as required, SBJ to the
following provisions and charges, which charge shall be in addition to all
other applicable charges.
  
a. If after unloading a Tank Container at a destination in the United
   States there is still product residue in the Tank Container ("Heel"
   See Rule 28) that must be removed and disposed of before the Tank
   Container can be utilized again to transport cargo, Carrier will
   provide such service at the charges listed below.

    NOTE 1: Charge will be invoiced, SBJ to Rule 2.11, at the actual
     Cost assessed by the Depot for the Drum PLUS Labor PLUS HEAT
     Service (when required).
  
    NOTE 2: When Drumming or Redelivery of Tank Container is permitted
     and required, Carrier will assess an additional Gate-In and
     Gate-Out Charge of USD195.00.
  
    NOTE 3: Charge will be invoiced, SBJ to Rule 2.11, at the actual
     Cost assessed for the cleaning per gallon PLUS 15%.
  
b. If due to the Shipper, Consignee or their Agent's action, inaction
   or operation the exterior or interior of Carrier's Tank Container
   becomes or remains soiled, odorous or otherwise dirty and Carrier
   must clean the exterior of the Tank Container, or provide an
   additional interior rinse, Carrier will assess the charge below
   for the exterior cleaning.  This charge applies ONLY on when such
   service is provided within the United States.
