Application of Mixed Commodity Rate Items:
 
All shipments moving on the rates in any Commodity Item in Number
Series 99XX-XX-XXXX, "Mixed commodities" apply when and only when
the cargo moving in such shipment consists of a minimum of two of
the named items in the commodity description, no one of which
exceeds 90% of the total weight or cube of the shipment.
