a. Except as otherwise provided on individual Web Rate Pages, all
   shipments moving on the rates named in this Tariff applying
   BETWEEN any Port in the United States AND any Port in Israel
   which remain on Board a transporting Vessel which calls at an
   intermediate Port named below before it is discharged at a POD
   in the United States or Israel (FROB CARGO) will be SBJ to the
   HAZARDOUS CARGO PORT OF CALL SURCHARGE (HAZP) named herein.  Such
   charge will be assessed to cover compliance with any Port
   Authority's and/or Country's Laws, Regulations or Requirements
   requiring special arrangements for Hazardous Cargo remaining on
   board a vessel calling at the Port named herein.  This charge
   shall be in addition to all other applicable charges.
  
b. LCL, FCL, Break Bulk, Ro/Ro, Lump Sum or Each Rated shipments
   of the Hazardous Cargo Class named below, transported BETWEEN Ports
   in the United States, on the one hand, AND, on the other ports in
   Israel which remains on board the Vessel calling at the
   intermediate Port named below (FROB) will be SBJ to the HAZP provided
   herein:
