the War Risk Surcharge named below will be assessed on all
shipments moving on the rates between Ports and Points in
the United States and Ports and Points in the Countries
named below, which charge shall be in addition to all other
applicable charges:

             Qatar, Saudi Arabia, Somalia, Sri Lanka,
             Sudan, Syria, Tanzania, Turkey, United Arab
             Emirates and Yemen
