Except as otherwise provided in an individual NRA, NSA on on an
individual Web Rate Page (TLI), Carrier will transport a shipment
moving on a Bank Letter of Credit (L/C) SBJ to the following
requirements and fees.   Shipments moving on an L/C will still be SBJ
to all requirements provided in Rule 2.8.  In all instances Shipper,
Consignee and/or their Agent shall hold Carrier harmless from, and will
be jointly and severally liable for, any fines, processing charges or
penalties assessed against any shipment moving on an L/C as the result
of errors, omissions, mis-declarations or inaccuracies in any shipping
document or filing whether intentional or not.  Finally Shipper,
Consignee and/or their Agent shall be, and will remain, jointly and
severally liable for the payment of all Carrier charges regardless of
terms and conditions of, or the failure of, any L/C.
   
a. Shipper MUST obtain prior approval from Carrier before tendering any
   shipment that will move on an L/C and/or that requires legalization.
   Carrier will consider acceptance of such shipments ONLY after
   Shipper has provided Carrier with a copy of the full rules and
   regulations required for the collection of funds through the L/C.
   
b. Carrier will assess the Letter of Credit Preparation/Processing Fee
   (L/CF) named below on any shipment accepted for transportation that
   moves on an L/C, which charge shall be in addition to all other
   applicable charges.

c. When Legalization at origin or destination is required on any
   shipment, Carrier will advance all charges and fees assessed by any
   Governmental or Administrative Agency for collection with Carrier's
   freight and additional charges.  In addition Carrier will assess the
   Legalization Handling Fee named below, which charge shall be in
   addition to all other applicable charges.

d. When requested or required, Carrier will provide pouch courier
   service of all required documentation SBJ to the Courier/Pouch
   Service named below, which charge shall be in addition to all other
