Except as otherwise provided in individual TLIs, whenever a Vehicle
tendered to Carrier for transportation is delivered, or becomes,
non-operational due to mechanical, electrical, battery or engine
failure or malfunction, flat tire or any other cause whatsoever so
that Vehicle can no longer be safely moved from one location to another
as designed, and as a result Carrier must provide an additional towing,
pulling, lifting, pushing, or tire repair service at any point in the
transportation service, Carrier will advance all charges incurred to
move and/or repair vehicle so that the vehicle can be picked up,
loaded, unloaded or delivered as required, SBJ to the provisions of
Rule 2.12.
