Based upon the "Code Of Federal Regulations" No. 19,
Subpart A, "Liability For Duties And Requirements To Enter
Merchandise" Sec, 141.1 the total duties due on the
shipment being imported must be paid. No deductions can be
made for short or damaged cartons. The recovery of such
duties paid on damaged and short cartons, where Arrowpac is
liable, will be based upon the liability responsibility of
Arrowpac as outlined in Rule 4.
