All shipments moving on any rate named in this Tariff Rule & Rate Section
will be SBJ to the GENERAL PORT CONGESTION SURCHARGE (PCG-ALL) provided
below, which charge shall apply to address strikes, lockouts, work
stopages, slow downs or other labor unrest activites at a U.S. Port,
and which charge shall be in addition to all other applicable charges:
      
a. On Shipments TO/FROM/THRU All United States Ports:
    
 1. FROM/TO/THRU the Ports and Points named below, the PCG-ALL
     applicable on LCL shipments will be:
   
    FROM/TO/THRU PORTS  CURRENCY   W, M or W/M,  MINIMUM CHARGE
