Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to a LOW SULFUR FUEL SURCHARGE (LSFS), will be SBJ to the LSFS
amount herein, which charge shall be in addition to all other applicable
charges:
    
a. On shipments TO/THRU Ports and Points in the United States and
    Ports and Points in Puerto Rico:

     applicable on FCL shipments will be:
