PROVISIONS, RATES & CHARGES NAMED HEREIN APPLY WHEN, AND ONLY WHEN:
  
ON SHIPMENTS MOVING ON A RATE IN A RATE TARIFF GOVERNED HEREBY:
When specific reference is made to this Rule by Rule No. or as SBJ to
PROP-CARS, Rates, Charges, Rules, Provisions or Accessorial Charges making
reference hereto shall apply ONLY on proportional shipments (See Rule 28)
having an immediately subsequent transportation movement (via any mode)
to the points named in paragraph c, OR, having an immediately prior
transportation movement (via any mode) from the points named in paragraph
c.  Such Proportional Rates, Charges, Rules, Provisions and Accessorial
Charges are SBJ to the restrictions in paragraphs a. and b. - OR:
  
ON SHIPMENTS MOVING ON A RATE IN AN NSA GOVERNED HEREBY:
When specific reference is made to this Rule by Rule No. or as SBJ to
PROP-CARS in a Governed NSA, Rates, Charges, Rules, Provisions or
Accessorial Charges making reference hereto shall apply ONLY on
proportional shipments (See Rule 28) having an immediately subsequent
transportation movement (via any mode) to the points named in paragraph
c., OR, having an immediately prior transportation movement (via any
from the points named in paragraph c.  Such Proportional Rates, Charges,
Rules, Provisions and Accessorial Charges are SBJ to the restrictions in
paragraphs a and b.:
  
a. Proportional Provisions cannot be applied to shipments not having the
   specified immediate subsequent transportation movement, regardless of
   whether or not there is an open application Provision.
 
b. When both Proportional Provisions and open application Provisions are
   published to apply on the same commodity moving from and to the same
   ports, points or location groups, the Proportional Provision will
   apply, when applicable, regardless of the Shipper, Consignee, or any
   other party's intentions or whether the Proportional Provisions
   result in higher or lower overall costs to such party.
  
c. Provisions herein apply to:
   
   Points in CARSON, CA that are on and south of W. Torrence Blvd.. and
   on and West of So. Main St. and on and north of W. 212th St. and on
   and East of So. Figueroa St.
