Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable rate named in a governed NSA will
be SBJ to the Stink Bug FUMIGATION CHARGE (FUM) provided herein, which
charge shall be in addition to all other applicable charges:

a. On shipments FROM/THRU Ports in the United States, American Samoa,
    Commonwealth of the Marianas, Puerto Rico, Guam, and US Virgin
    Islands:
