Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the ORIGIN TERMINAL HANDLING CHARGES (OTHC) provided below,
will be SBJ to the OTHC amount herein, which charge UNTIL SUCH TIME AS THE
RATES IN THE REFERENCED NSA ARE UPDATED TO SPECIFICALLY INCLUDE or EXCLUDE
THE OTHC NAMED HEREIN:
  
The Origin Terminal Handling Charges named herein do not apply on shipments
moving on any applicable rate named in a governed NSA, SBJ to this Tariff,
which specifically exempts any or all of the rates named in such NSA:
   
a. On Shipments TO/THRU Ports and Points in the United States & Puerto
