Except as otherwise provided in an individual NSA or as specified below,
all shipments moving on an applicable rate named in a governed NSA that
indicates the rates are SBJ to the ORIGIN TERMINAL HANDLING CHARGES (OTHC)
provided below, will be SBJ to the OTHC amount herein, which charge shall
be in addition to all other applicable charges:
a. On Shipments TO Ports & Points in the United States, Puerto Rico,
American Samoa & the U.S. Virgin Islands:
