Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the DESTINATION TERMINAL HANDLING CHARGES (DTHC) provided below,
will be SBJ to the DTHC amount herein, which charge shall be in addition
to all other applicable charges:
  
a. On shipments TO/THRU Ports and Points in United States, Puerto Rico and
    the U.S. Virgin Islands:
  
 1. FROM/THRU the Ports and Points named below, the *DTHC
     applicable on Carrier loaded shipments with an
     Origin Service of "S" (See Rule 2.1) will be:
