an applicable rate named in a governed NSA that indicates the rates are
SBJ to the DESTINATION TERMINAL HANDLING CHARGES (DTHC) provided below,
will be SBJ to the DTHC amount herein, which charge
      
a. On Shipments TO/THRU Ports and Points in the United States, Puerto
    Rico and the U.S. Virgin Islands:

     applicable on Carrier loaded shipments with an
     Origin Service of "S" (See Rule 2.1) will be:
