Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable the rate named in a governed NSA
will be SBJ to the DESTINATION TERMINAL HANDLING CHARGE (DTHC) provided
below, which charge shall be in addition to all other applicable charges:
  
The Destination Terminal Handling Charges named herein do not apply on
shipments moving on any applicable rate named in a governed NSA, SBJ to
this Tariff, which specifically exempts any or all of the rates named in
such NSA:
  
a. On Shipments FROM/THRU United States Ports & Ports in Puerto Rico:
    
 1. TO/THRU the Ports and Points named below, the DTHC applicable on 
     Carrier loaded shipments with an Origin Service of "S" (See Rule 2.1)
     will be:
