Except as otherwise provided in an individual NSA, or as specified below,
all shipments moving on an applicable the rate named in a governed NSA
will be SBJ to the DESTINATION TERMINAL HANDLING CHARGE (DTHC) provided
below, which charge shall be in addition to all other applicable charges:
  
a. On shipments TO/THRU Ports and Points in United States, Puerto Rico and
    the U.S. Virgin Islands:
  
 1. FROM/THRU the Ports and Points named below, the DTHC applicable on
     Carrier unloaded shipments will be:
