Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to a WAR RISK SURCHARGE (WRS), will be SBJ to the WRS amount herein,
which charge shall be in addition to all other applicable charges:
a. The War Risk Surcharge named herein does NOT apply on shipments moving
on any rate named in an NSAs SBJ to this Tariff which specifically
exempts any or all of the rates named in such NSA:
b. On shipments FROM/THRU United States and Points:
