Except as otherwise provided in an individual NSA, on a Web Rate Page in
a Tariff governed by this Tariff, or as specified below, all shipments
moving on an applicable rate that applies FROM/TO any port or inland point
in the United States that is named in a governed NSA or on a Web Rate Page
in a Tariff governed by this Tariff, that indicates such shipments are SBJ
to one of the Underlying VOCC, Co-load NVOCC or Port Terminal Charges
provided below, or are otherwise SBJ to "Additional Charges named in the
UPS Governing Rules Tariff," such shipments will be SBJ to the Surcharge
shown herein, which charge shall be in addition to all other applicable
charges:
  
By tendering Cargo to UPS under any effective NSA or a Web Rate Page in a
Tariff governed by this Tariff which are SBJ to this Rule, Shipper agrees
to the payment of the charge(s) listed below unless such charge has been
specifically exempted in the applicable NSA or on the applicable Web Rate
Page in a Tariff governed by this Tariff.  UPS will forward any of the
underlying VOCC, Co-load NVOCC or Port Terminal Charge(s) listed herein,
when they are assessed by such underlying VOCC, co-load NVOCC or Port
Terminal, to the party specified in a governed NSA, or the party paying
freight charges based on a Web Rate Page or to the designated party
responsible for the payment of such charges.  Such charges will be passed
thru at cost without discount, markup or amendment, and which charge shall
be in addition to all other applicable charges.
