Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the EMERGENCY BUNKER FACTOR (EBAF) provided below, will be
SBJ to the EBAF amount herein, which charge shall be in addition to all
other applicable charges:
  
a. The Emergency Bunker Factor/Surcharge named herein does NOT apply on
   shipments moving on any rate named in an NSAs SBJ to this Tariff which
   specifically exempt any or all of the rates named in such NSA:
  
b. On shipments TO/THRU Ports and Points in the United States, Puerto
    Rico, the US Virgin Islands and other U.S. Territories:
    
 1. FROM/THRU Ports and Points in Countries listed below,
     the EBAF applicable on LCL shipments will be:
