Except as otherwise provided in an individual NSA, or as specified
below, all shipments moving on an applicable rate named in a governed
NSA will will be SBJ to the PEAK SEASON SURCHARGE (PSS) provided below,
unless and until an exception to this PSS is provided herein or in an
individual NSA, which charge shall be in addition to all other
applicable charges:
