Except as otherwise provided in an individual NSA, or as specified in
the paragraphs below, all shipments moving on the rates named in a
governed NSA will be SBJ to the EEA EMISSIONS TRADING SYSTEM (ETS) provided
below, which charge shall be in addition to all other applicable charges:
a. On LCL Shipments FROM Ports & Points in the United States, Puerto Rico,
American Samoa & the U.S. Virgin Islands the ETS-EEA will be:
