Except as otherwise provided in an individual NSA, or as specified in
the paragraphs below, all shipments moving on the rates named in a
governed NSA will be SBJ to the PEAK SEASON SURCHARGE (PSS) provided
below, which charge shall be in addition to all other applicable charges:
  
a. The Peak Season Surcharge named herein does NOT apply on shipments
   moving on any rate named in the NSAs SBJ to this Tariff which
   specifically exempt any or all of the rates named in such NSA:
