Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the WHARFAGE CHARGES - U.S. PORTS (OWFG) provided
below, will be SBJ to the OWFG amount herein, which charge shall be in
addition to all other applicable charges:
   
a. NO OWFG shall apply on LCL shipments, which exit the U.S.
  
b. OWFG applicable on FCL shipments, which exit the U.S. FROM the
    POLs named below, when destined TO Ports and Points in Central
    & South America and the Caribbean named in Rules 1.3 & 1.4
    paragraphs c. will be:
