Except as otherwise provided as specified below, all shipments moving on
an applicable rate named in a governed NSA that indicates the rates are
SBJ to the WHARFAGE CHARGES-U.S. PORTS (DWFG) provided below, will be
SBJ to the DWFG amount herein, which charge shall be in addition to all
all other applicable charges:
  
a. NO DWFG shall apply on LCL shipments, which enter the U.S.
  
b. DWFG applicable on FCL shipments, which enter the U.S. at the PODs
    named below, and which originate FROM Ports and Points in Central
    & South America and the Caribbean named in Rule 1.3 paragraph c.
    & Rule 1.4 paragraph c. will be:
