Except as otherwise provided in an individual NSA, or as specified
below, all shipments moving on an applicable rate named in a governed
NSA will will be SBJ to the ORIGIN PORT DUES (ODUE) provided below,
unless and until an exception to this PSS is provided herein or in an
individual NSA, which charge shall be in addition to all other
applicable charges:
  
The Origin Port Dues Charges named herein does not apply on shipments
moving on any applicable rate named in a governed NSA, SBJ to this Tariff,
which specifically exempts any or all of the rates named in such NSA:
  
a. On Shipments TO/THRU United States Ports, Ports in Puerto Rico
    And Ports in the U.S. Virgin Islands:
   
 1. FROM/THRU Ports in the Countries named below, the applicable ODUE on
    LCL Shipments will be:
