an applicable rate named in a governed NSA that indicates the rates are
SBJ to the DESTINATION INTERNATIONAL SHIP/PORT SECURITY CHARGES (ISPS-D)
provided below, will be SBJ to the ISPS-D amount herein, which charge
shall be in addition to all other applicable charges:
